XRP Holds Steady at $1.11 as Institutional Building Meets Retail Caution

XRP has spent the past week hovering around $1.11, a level that masks the competing forces driving the token beneath the surface. The price is up 1.94% over seven days but still nursing a 10% monthly loss, and it sits 70% below the $3.65 peak recorded in July 2025. That sideways action comes despite a flurry of activity on the network and behind the scenes in Washington.
The XRP Ledger crossed eight million activated accounts on July 16, a technical marker of ecosystem growth. Yet daily active addresses have sunk to a yearly low of roughly 25,350, suggesting that retail engagement is fading even as large holders step in. Whales snapped up some 70 million XRP over the past week, a pattern that often precedes a shift in sentiment but has so far failed to ignite a meaningful rally.
The institutional channel has been equally mixed. US spot XRP ETFs have gone quiet: no net flows at all on July 13, 14, and 15, adding to three earlier zero-activity days this month. The seven funds collectively hold about $1 billion in assets under management and roughly 965 million XRP tokens. Earlier in July, however, they recorded outflows of $7.29 million, suggesting that professional allocators are taking a measured stance even as the year-to-date totals remain positive.
Binance, meanwhile, is trying to stimulate demand through a reward program tied to Ripple’s stablecoin RLUSD. Starting July 17 and running through August 14, the exchange will distribute $800,000 worth of XRP to users who hold at least 0.01 RLUSD in eligible accounts and meet daily trading thresholds. The move comes as RLUSD’s market capitalisation has slipped from a June high of $1.81 billion to roughly $1.51 billion, and analysts view the bonus as a deliberate effort to deepen liquidity in the XRP/RLUSD trading pair.

Ripple also joined the Linux Foundation’s x402 Foundation as a premium member on July 15. The body develops an open payment standard for AI agent-to-agent transactions, and the XRP Ledger has already processed over one million such agent-based payments. Ripple’s strategy is to position both XRP and RLUSD as settlement currencies in the emerging machine economy.
Market attention is now turning to Capitol Hill, where the Digital Asset Market Clarity Act – CLARITY Act – faces a hearing on July 17. The Senate Banking Committee advanced the bill by a 15-9 vote on May 14, and supporters hope to schedule a floor vote before the August recess. The legislation would establish a permanent legal framework for digital assets, a development that could act as a catalyst for XRP if it passes.
From a technical perspective, XRP is trading just below its 50-day moving average of $1.14, a level that has capped gains in recent sessions. The token has held above the psychologically important $1 mark since June, and major exchanges such as Kraken, Coinbase and Bybit quote it in a narrow $1.11-$1.13 range. Historically, July is XRP’s strongest month with an average gain of roughly 10%, but this year the token has yet to replicate that pattern.

Institutional infrastructure is being built, whales are accumulating, and the network is expanding, but retail participation and ETF flows have yet to provide the spark needed to challenge the 50-day average. Whether these latest catalysts can shift the balance or whether the token will continue to drift in the coming weeks remains the central question for traders.
