XRP Slides Below $1.03 as Japan Stablecoin Launch Fails to Offset US Legislative Deadlock

XRP is trapped between two worlds. On one side, Ripple’s dollar-pegged stablecoin RLUSD has just secured a regulatory first in Japan, marking a tangible expansion of the ecosystem. On the other, a political standoff in Washington is blocking the very legislation the crypto industry has been waiting for. The result: XRP has slipped to a 52-week low, with the token changing hands near $1.02–$1.03 — a loss of roughly 45% to 46% since the start of the year.
Japan’s First Type?4 Stablecoin Goes Live
Ripple and its long?time partner SBI Group officially launched RLUSD in Japan on 24 June 2026. The stablecoin is now available on SBI VC Trade’s VCTRADE platform, open to both institutional and retail users. The rollout follows a memorandum of understanding signed in August 2025 and approval from Japan’s Financial Services Agency (FSA). Under the country’s Payment Services Act, RLUSD is classified as a Type 4 electronic payment instrument — a new category for foreign?issued stablecoins that meet Japan’s rigorous safety and regulatory standards. RLUSD becomes the first stablecoin ever granted that designation.
SBI VC Trade is not a mere marketing partner; it is the direct distribution channel for RLUSD in Japan, giving Ripple a regulated gateway into one of Asia’s most tightly supervised crypto markets. The stablecoin is intended to serve as a bridge for payments, tokenization and collateral management, although its impact on XRP’s tokenomics remains indirect. Ripple executives have positioned RLUSD as a complementary asset to XRP, not a substitute.
Washington Gridlock Overshadows Progress
While Ripple was securing its Japanese foothold, a political crisis in the U.S. Capitol sent shockwaves through the broader digital?asset market. President Donald Trump unexpectedly refused to sign the “21st Century ROAD to Housing Act,” a bill that had already passed Congress. He demanded that the Senate first pass the “SAVE America Act.” That procedural blockade has jammed the legislative calendar and now threatens the “Digital Asset Market Clarity Act” — the bill that would establish clear federal oversight rules for cryptocurrencies.
Should investors sell immediately? Or is it worth buying XRP?
With the Senate facing a July recess, the window for passing the Clarity Act is shrinking by the day. The uncertainty has spooked investors, and XRP is particularly sensitive to the debate because its legal classification determines institutional access and exchange listings. The token’s price action reflects that anxiety: it is now trading roughly 32% below its 200?day moving average.
Technical Damage Worsens
Neither the Japan news nor the steady growth of the XRP Ledger has been enough to reverse the slide. The relative strength index (RSI) has dropped to 29–30, signaling deeply oversold conditions. Yet no immediate bounce has materialized. The market is fixated on Washington rather than on Ripple’s operational milestones.
Beneath the surface, the network itself remains robust. Mid?June saw nearly 770,000 transactions on the XRP Ledger in a single day, with 427,000 of those classified as successful payments. The ecosystem now counts over 6.7 million wallets, and Ripple still holds roughly 38 billion XRP in a trust?escrow account. These fundamentals, however, have been overwhelmed by the macro?political headwind.
XRP at a turning point? This analysis reveals what investors need to know now.
What Comes Next
For XRP to recover, the market needs either a resolution in the U.S. Senate or a tangible uptick in on?chain activity from RLUSD users in Japan. The Clarity Act offers a concrete catalyst if it passes before the July recess. If the delay stretches further, analysts expect the token to test new lows, with the network’s strong basics pushed entirely to the background. For now, Ripple’s regulated advance into Japan is a strategic win — but one that cannot, on its own, lift XRP out of its technical trough.
