Alphabet Balances OpenAI Cloud Win Against European Regulator's Outage Questions

Alphabet shares fell 3% as Google Cloud's reported OpenAI model deal met EU banking scrutiny over a London outage; analysts trimmed targets ahead of Oct 28 results.

Alphabet shareholders have two competing storylines to weigh this week, and they landed within a day of each other. On one side sits a Reuters report that Google Cloud will open its Model Garden and Marketplace to OpenAI's flagship models and Codex, including access for customers in regulated industries. On the other, European banking supervisors want answers about a London cloud outage that disrupted financial firms' access to services.

The timing is no accident. Both stories broke on Wednesday, and together they frame the question that matters most for the stock: can Alphabet widen its AI offering while convincing compliance-sensitive clients that the underlying infrastructure holds up?

A distribution deal without a revenue line — yet

Under the arrangement reported by Reuters, OpenAI's leading models would be sold through Google's existing channels. That broadens the menu for cloud customers, but the announcement describes expanded availability, not a proven contribution to the top line. Any payoff would depend on whether the deal drives additional usage — a possible outcome, not a reported result.

The outage story cuts into the same customer base. According to Reuters, the European Banking Authority said it had contacted Google Cloud to gather information and assess how the London failure affected financial institutions in the EU. The EBA's move is neither a sanction nor evidence of lasting damage. Still, it ties the operational question directly to the commercial one: new models may make the platform more attractive, but whether that converts into new business hinges on the trust customers place in day-to-day operations.

Google restored service in its europe-west2 region after several hours, Reuters reported on Tuesday, attributing the disruption to a power supply failure. The incident affected services used by financial companies and public-facing websites in the UK. If it remains a contained event, the OpenAI expansion could carry more weight in the business outlook.

Should investors sell immediately? Or is it worth buying Alphabet?

Two analysts trim targets, keep their ratings

The stock also took a hit from the wider market. Alphabet shares fell 3.0% on the day, caught in a technology-wide selloff that followed Meta Platforms' results and revived worries about heavy spending on artificial intelligence. Reuters described it as the Nasdaq's steepest one-day decline since June, with concerns over funding needs for data centers and AI chips weighing on the sector.

Company-specific questions piled on. Citizens cut its Alphabet price target to $450 from $515 while keeping an "Outperform" rating, citing tougher comparables in search, competition from AI agents and uncertainty over YouTube advertising trends. The brokerage was not uniformly downbeat: it sees room for Google Cloud to benefit from pricing and better utilization. The lower target thus sits alongside a still-positive recommendation — opportunity in cloud, added risk in search.

That followed KeyBanc's Justin Patterson, who on Monday lowered his target to $410 from $435 while maintaining an "Overweight" rating. He pointed to reduced earnings estimates for Google Services and a more cautious valuation multiple for contributions from TPU chips. Both houses trimmed their expectations without abandoning their bullish stances — a scaling back of forecasts rather than a change of thesis.

Beyond cloud: a connected-car foothold

One more thread runs through the bull case. Geely announced on October 16, according to Reuters, that Gemini, Play and Maps would come to eligible vehicles across its portfolio in overseas markets, with first applications planned for the second half of 2027, subject to approvals and market readiness. It is an additional outlet for Alphabet's AI and mapping assets, though not a near-term earnings driver.

October 28 is the next real test

Alphabet is scheduled to report third-quarter 2026 results after the market close on October 28, according to media reports. That release gives investors the first hard data to test the issues analysts have flagged: cloud profitability and reliability, competitive pressure on search, and the payoff — or lack of it — from AI investment.

What the company says about the OpenAI arrangement and the London disruption will matter as much as the headline numbers. If the results and any accompanying commentary confirm a resilient business, the broader model lineup could gain credibility with investors. If operational strains surface instead, the optimistic reading would need to be tempered. For now, the case rests less on how many products Alphabet can offer than on whether customers use them reliably — and profitably.
