Nebius has secured fresh financial headroom, but the move has done nothing to settle doubts about whether its buildout can pay off. On Thursday the spotlight fell on two fronts at once — the company's financing arrangements and the return on capital in the AI compute market — as analysts and Reuters pushed the same underlying question to the fore: when does growth start producing dependable free cash flow?

Short sellers appear to have made up their minds already. According to Reuters, the share of Nebius stock sold short climbed to 20% of the free float, up from 15.4% at the start of 2026. The news agency placed the increase within a broader selloff across neocloud companies, a retreat driven by concerns over the durability of debt-financed AI infrastructure. That is a weighty signal — though not proof that the skeptics have it right.

Financing Is Not the Same as a Return

The credit facility Nebius has arranged runs for 364 days. Its initial rate is Term SOFR plus 2.75 percentage points a year, with the spread rising to a maximum of 3.50% subject to adjustments. Nebius intends to direct the proceeds toward data centers, GPU procurement and general corporate purposes.

Those are concrete financing costs that the expected benefit of the investments must ultimately outweigh. Reading the agreement purely as an expansion signal understates the terms attached to it. Access to capital and the economic quality of its deployment are two separate matters — and with a maturity this short, the distinction deserves more attention than the size of the line itself.

Should investors sell immediately? Or is it worth buying Nebius?

Piper Sandler Cuts Its Target

Piper Sandler analyst James Fish lowered his price target on Nebius to $185 from $237, keeping his rating at "Neutral." He cited lower valuation multiples across the sector as well as concerns about AI demand, return on invested capital and financing clarity. Fish suggested the neocloud sector could remain under pressure until free cash flow improves or the financing picture becomes clearer.

His argument carries more weight than the target itself. It describes not a shift in mood but an economic yardstick: growth earns a high valuation only when the expected return justifies the capital required to produce it. The scale of a buildout program is no substitute for that test. Fish's assessment effectively separates two tasks — raising capital for expansion, and putting that capital to work at convincingly attractive returns.

Live GPU Pricing and a Robotics Workbench

On the operational side, Nebius is betting on easier access to compute. On Wednesday the company announced publicly visible live spot prices for GPU capacity, alongside reserve auctions, usage-based access and a pilot program for capacity discounts. These offerings address the customer side of the business. What matters for the return question is whether easier access translates into economically viable usage — a product launch is a starting point, not evidence of the result.

The same day, Nebius unveiled its Physical AI Workbench, developed with NVIDIA, which brings agent-based workflows into robotics development. According to the company, customers have reported development time savings of up to 40%. That is a tangible benefit and a counterweight to blanket AI skepticism — but customer testimony about product utility should not be conflated with proof of Nebius's return on capital.

Expansion options are multiplying as well. A preliminary framework agreement with HUMAIN and DataVolt covers up to 50 MW at the planned Oxagon AI campus in Saudi Arabia, with capacity to become available in stages starting in the fourth quarter of 2027. The operative word is "preliminary": such an agreement opens prospects rather than delivering available capacity today, making it an expansion option rather than an answer to current return concerns.

Nebius at a turning point? This analysis reveals what investors need to know now.

Not a Unanimous Verdict

The bearish case is not the only position on the Street. Tal Liani of Bank of America Securities reaffirmed his Buy rating on Thursday with a price target of $310.

The real test therefore sits between financing and utilization. Nebius is widening both its capacity to build and its means of winning customers. For a more convincing valuation, what has to follow — on Piper Sandler's reasoning — is above all greater clarity on capital returns and free cash flow. The next expansion headline is unlikely to be what settles it; the economic quality of the growth will.
