PayPal Overhaul Meets Skepticism as Lobbying and Insider Filings Add Noise
Published on 10/22/2026 at 18:21 | Editorial boerse-global.dePayPal is pressing ahead with a technology and organizational revamp under CEO Enrique Lores, but the payments group's own disclosures this week also served up a reminder that not every headline number reflects a business signal. Lores said Tuesday that the company is rebuilding its technology architecture and leaning on artificial intelligence to speed the work, pairing that effort with faster decision-making and a flatter leadership structure.
His remarks describe a change in how PayPal operates rather than any single product launch. Fewer management layers and clearer lines of responsibility are meant to sit alongside the technical renewal, with AI framed as an accelerant for the modernization. Whether any of that translates into financial success is a separate question — and one that will be settled by the company's numbers, not its announcements.
A New Checkout Avenue, and a Wall Street Downgrade
On the customer-facing side, PayPal and Glance unveiled an integration on October 15 aimed at AI-assisted shopping. The tie-up, backed by InMobi, is designed to bring real-time product data and an embedded PayPal payment step to the Glance shopping platform, reaching an audience of several tens of millions of consumers in the U.S. It folds product discovery and payment into a single AI commerce environment, giving PayPal a further point of contact at the consumer interface to complement its internal rebuild. The announcement on its own, however, does not yet demonstrate any contribution to the business.
Sentiment on the existing franchise is less upbeat. Cleveland Research cut PayPal to "Underperform" from "Neutral" on Monday, pointing to softer trends in the third quarter, market-share losses and pricing pressure. The firm also flagged weakening international development in branded payment volume, share erosion and pricing pressure across both branded and Braintree, and slow progress in buy-now-pay-later. Those are expectations and assessments rather than reported quarterly figures, but they raise the bar for the overhaul beyond simply making internal processes faster.
Should investors sell immediately? Or is it worth buying PayPal?
BofA Securities weighed in separately on October 15, resuming coverage with an "Underperform" rating and a $53 price target, citing concerns about the turnaround and pricing at Braintree.
Lobbying Disclosure Is Not a Product Launch
PayPal also reported Tuesday that it spent $606,000 on federal lobbying in the third quarter of 2026. Banking services for the cannabis industry and the SAFE Banking Act were among the topics listed. The disclosure did not break out a separate budget for that item, so the total cannot be read as spending dedicated to the cannabis issue alone.
Media reports noted that PayPal listed cannabis banking alongside a range of other policy matters. The filing documents a subject of advocacy — it confirms neither a new product nor a concrete business push in the area. For investors the distinction matters: a policy item on a topic list is not the same as an announced expansion, and the overall budget says nothing about how much weight any single issue carried.
Stock Withholding, Not Open-Market Selling
Share transactions reported on October 15 deserve similar care. According to SEC filings, three executives received shares from vesting equity-based awards, with the company retaining a portion to cover tax obligations. The executives were Chris Natali, Chief Accounting Officer; Frank Keller, President of Checkout Solutions & PayPal; and Aaron Webster, Chief Risk Officer. The events were tied to the vesting of restricted stock units and were not reported sales on the open market — a materially different thing from a voluntary decision to sell, and of limited value in gauging how management views the business.
October 27 Is the Next Real Test
The more concrete yardstick arrives with third-quarter 2026 results, scheduled for release before the market opens on October 27, with an earnings call set for the same day. That date gives investors the next announced checkpoint to measure operating performance against the turnaround plans, with the technology renewal and new partnerships as the initiatives on one side and business trends and pricing pressure as the counterproof on the other. Lobbying outlays and tax-related share withholdings do not substitute for that evidence.
