Silver's physical market is sending mixed signals at the worst possible moment for anyone hoping for a clean narrative. Fresh delivery notices, a build in London vaults, a downgraded deficit estimate and a bullish long-range target are all competing for attention — and none of them will settle the price direction before the Federal Reserve does.

The central bank's two-day meeting opens today, with the rate decision and press conference scheduled for tomorrow. For silver, the takeaway will be the policy signal rather than anything physical: the meeting itself does nothing to change available supply.

A Starting Point, Not a Reaction

COMEX front-month silver settled at $54.04 an ounce yesterday, the level from which the market enters the Fed event rather than any verdict on it. The prior Friday's close came in at $53.96, a finish below the $54 mark that followed a sharp selloff and marked the weakest level since November 2025. Reuters reported a rebound yesterday, pointing to softer crude prices as support for precious metals.

The broader pressure has come from higher oil, inflation worries and the prospect of US rates staying high for longer. n-tv flagged Treasury yields and dollar moves as key swing factors. How the Fed frames its forward path may matter as much for silver expectations as the decision itself.

Deliveries Are Not Inventories

CME Group's daily report showed 101 standard silver contracts posted for physical delivery yesterday. That figure describes delivery notices, not metal held in storage — a distinction that matters, because delivery activity alone says nothing about whether stockpiles are tightening or loosening.

Should investors sell immediately? Or is it worth buying Silber Preis?

The LBMA's October 20 market report cut the other way: London silver holdings rose 3.22% over the reporting quarter to 28,985 tonnes. Delivery notices and vault levels therefore describe different parts of the physical market across different timeframes, and they cannot be folded into a single verdict on global supply.

How Big Is the Gap?

Forecasters agree a supply shortfall exists. They disagree sharply on its size. HSBC's assessment, published yesterday, projects a 2026 silver market deficit of 5 million ounces — a fraction of the 46.3 million ounces the Silver Institute estimated in April. A much smaller gap would undercut the case for pronounced scarcity, though neither figure is a settled market balance.

UBS is unmoved. In a note published Sunday, the bank reiterated a price target of $80 an ounce by September 2027 and expects 2026 to deliver the sixth consecutive annual market deficit. That optimistic call describes a long-horizon scenario and does not rule out further near-term pressure from the rate environment.

Mine Supply Cuts Both Ways

On the production side, the Silver Institute expects global mine output to slip 0.3% to 844.1 million ounces in 2026 — a forecast, not a completed year's output. Fresnillo offered a live example of the trend on October 21, reporting attributable silver production of 10.3 million ounces in the third quarter, down 11.6% year on year on lower ore grades and the end of the Silverstream contribution. The miner reaffirmed 2026 guidance of 42.0 to 46.5 million ounces.

Weaker mine output supports the limited-supply argument without settling the global balance on its own.

India Opens the Import Tap

Demand-side news arrived from Reuters, which reported that the Indian government on Thursday approved silver imports of roughly 6,500 tonnes for the coming six months. India sources more than 80% of its silver needs from abroad, so the approvals could ease supply for the world's most import-dependent market.

Approvals are not purchases, however. Reuters simultaneously reported weak jewellery and investment demand, leaving the volume actually shipped into India an open question.

Two horizons now sit side by side for silver investors. The Fed's signal will dominate the coming days; over the longer run, the contest is between a deficit forecast that has shrunk dramatically and a bank still betting on $80 metal.
