T1 Energy has won a regulatory breather for its module assembly operations in Texas, even as its share price came under pressure from a lowered valuation on the analyst side.

The U.S. Department of Commerce granted the company an exemption on Thursday allowing imports of up to 1.725 gigawatts of solar cells, according to a company announcement. Those shipments are earmarked for the G1_Dallas module plant, keeping production lines running while T1 Energy builds out its own cell manufacturing capacity in the state.

The waiver covers an import ceiling rather than a completed delivery, and T1 Energy framed it as a way to serve existing and anticipated contracted demand. In short, it bridges the gap until the company's own cells come online.

Austin Cell Plant Still Under Construction

That internal supply is expected to arrive from G2_Austin, where construction is ongoing. The first phase of the site is designed for a capacity of 2.1 gigawatts. T1 Energy continues to expect the first cells from the facility in the first quarter of 2027 — a target that remains a company projection rather than a fixed date.

Should investors sell immediately? Or is it worth buying T1 Energy?

Work on the Austin site has also moved forward on the structural side, with the company having flagged the start of interior fit-out at the cell factory roughly three weeks ago.

Needham Lowers Target but Keeps Buy Rating

On the valuation front, Needham & Company trimmed its price target for T1 Energy to $6.00 from $7.00 on Friday, while leaving its "Buy" rating in place. The reduced framework weighed on sentiment at the start of the new trading week, with the stock dropping 8.7% to €1.88 on Monday.

The analyst move followed a period of corporate activity around the stock. Roughly three weeks earlier, a stake disclosure in T1 Energy and a share registration for a possible resale had already stirred movement in the shares.

Mixed Signals on the Day

The two developments pulled in different directions. On the same day the import exemption was reported, the stock gained 1.0% to €2.08 — though reports on the waiver do not establish an exclusive link between the approval and that price move. The broader picture is a company balancing near-term module output against a longer timeline for self-supplied cells, with Wall Street's valuation reset and Washington's import flexibility arriving within days of each other.
