Vonovia is making a deliberate push to reposition itself as a partner to the German state, with CEO Luka Mucic signaling on Thursday that the residential landlord is prepared to build housing for the Bundeswehr. The offer, reported by dpa-AFX, marks an attempt to steer the narrative away from Berlin's expropriation debate and toward cooperative ventures with public authorities.

The timing is pointed. Shares in the Bochum-based group closed at 17.35 euros on Wednesday, leaving the stock just 1.8 percent above its 52-week low of 17.05 euros. Since the start of the year, the equity has shed 30 percent, weighed down by persistently elevated interest rates and mounting skepticism among capital markets analysts.

A Political Shock From the German Capital

The immediate trigger for the latest bout of investor unease came from Berlin, where the Left party captured 25.7 percent of the vote in Monday's regional election and promptly reaffirmed its plans to socialize large housing companies. Vonovia, which owns roughly 130,000 apartments in the capital, would sit squarely in the crosshairs of any such intervention.

Mucic rejected the expropriation demands outright on Monday, pointing to the company's ongoing investment in new housing stock. Some 1,000 units are currently under construction in Berlin, adding to the 6,000 apartments the group has completed there since 2013. For 2026, a further 1,000 new residential units are in the pipeline.

Public sentiment in Berlin itself appears far from unanimous on the issue. A post-election survey by Infratest dimap found that 51 percent of residents oppose expropriation, while 37 percent back the plans.

That stance puts Berenberg at odds with a growing chorus of cautious voices. On September 9, Goldman Sachs analyst Jonathan Kownator downgraded the stock from Buy to Neutral and trimmed his price target to 21.20 euros from 29.50 euros. Exane BNP, meanwhile, carries a target of 16 euros — below the current trading level.

Operational Targets Hold Firm

Against this backdrop, Vonovia's management has kept its full-year guidance intact. The company continues to project adjusted EBITDA of between 2.95 billion and 3.05 billion euros, a figure the market treats as the key gauge of operating strength because it underpins debt servicing and necessary capital expenditure.

If that range is met, adjusted pre-tax earnings are penciled in at 1.9 billion to 2.0 billion euros, which would translate into adjusted profit of 1.4 billion to 1.5 billion euros for shareholders. Any crack in those numbers would cast doubt on the credibility of the medium-term plan.

Second-quarter results already lent some support to the outlook: earnings per share improved to 0.87 euros from 0.38 euros in the comparable period.

Banks Warn on Collateral Damage

Opposition to expropriation is building beyond the company itself. Germany's banking association added its voice on Tuesday, warning that a socialization would cause land charges to lapse, stripping lenders of collateral and ultimately driving up financing costs across the entire real estate sector.

Technically, the defense of recent lows is decisive. As long as support at 17.05 euros holds on a closing basis and Vonovia substantiates delivery on its adjusted EBITDA target, a technical rebound remains possible. Concrete negotiations over new-build cooperation with the Bundeswehr could serve as a stabilizing catalyst in that scenario.

Should that floor give way, however, and analyst skepticism prevail, the 16-euro target from Exane BNP moves immediately into focus. The next major test will be the release of upcoming business figures, which must show how robust the operating result truly is in the face of political and financial strain.
