Vonovia's fate is tied more tightly to one city than almost any other European landlord. Roughly 138,000 apartments in Berlin sit on its books, a portfolio worth about EUR 23 billion — close to a quarter of the group's entire holdings. That concentration has kept the stock in the crosshairs of a housing-policy debate that has cast a shadow over the whole sector, pushing management to shore up the core business while it waits for the political weather to turn.

Full-Year Targets Reaffirmed, Rental Growth Trimmed

On August 5 the Bochum-based group restated its guidance for the 2026 financial year. Adjusted EBITDA is targeted at between EUR 2.95 billion and EUR 3.05 billion. The forecast for rental growth, however, was trimmed to around 4 percent, a revision the company attributed to a slower rollout of Berlin's rent index.

Berenberg Backs the Legal Case

Not everyone reads the political risk the same way. Analysts at Berenberg are leaning on the legal landscape and the resilience of Vonovia's earnings power, pointing to the company's own emphasis on the durability of its profit development. Their central argument: expropriating large residential landlords in Berlin would be unconstitutional. In Berenberg's view, judicial barriers would make such a move substantially harder to execute, which shifts the focus back to how well the operating business can withstand the market backdrop.

Mucic: Expropriation Builds Nothing

Chief executive Luka Mucic has pushed back directly against the political headwinds, warning that nationalization plans would not create a single new apartment. Instead, he has positioned Vonovia as part of the solution to strained housing markets, calling for reliable framework conditions and more new construction. In a concrete gesture toward that role, the group has said it is willing to build and operate housing for soldiers as part of the planned expansion of the Bundeswehr.

A Wide Gap Between Price and Target

Investor caution has nonetheless dominated trading in recent months. Vonovia shares closed Friday at EUR 17.34, leaving the stock down 29 percent since the start of the year. The gulf between that level and Berenberg's price target lays bare the split among market participants: the broader market is pricing in heavy political risk, while more optimistic voices are betting on constitutional protection against expropriation and the fundamental earnings base of the residential group. Regulatory uncertainty and the wider market climate continue to feed the skepticism — a standoff that leaves the shares pinned near their lows while the arguments on both sides remain unresolved.
