Vonovia Builds Bridges to Government as Shares Sit at Year's Floor

Vonovia is making a concerted push to reposition itself as a partner to the state rather than a target of it. Within the space of a week, the Bochum-based landlord has offered talks to Berlin's incoming regional government and volunteered to construct and operate housing for the German armed forces, a dual overture that places the residential group squarely inside two of the country's most charged political debates.
Chief executive Luka Mucic told Reuters that Vonovia should be seen as part of the solution to Berlin's strained housing market, pointing to new construction and affordable rents as the company's contribution. He had already staked out a clear position against the expropriation of large housing stocks during the Berlin election campaign, which was won by the Left party.
A pitch to the Bundeswehr — and a bet on serial construction
The federal offer, confirmed by Mucic to dpa on Thursday, would see Vonovia build and run accommodation for service members. The company intends to focus on serial new-build methods in designated residential zones, and initial discussions at the military level have already taken place, according to Mucic. The ball is now in the court of the Bundeswehr and the Federal Ministry of Defence, which will decide whether the plans go ahead.
For Vonovia, the proposal opens a potential field of activity beyond its traditional rental business. With German residential construction mired in a prolonged slump, the group is hunting for ways to deploy standardized building techniques at scale. Alongside the military plans, it continues to plough money into its existing portfolio: on Wednesday, modernization work began on four apartment blocks in Rastatt, covering 73 units and an investment volume of more than EUR 4.7 million. The job is expected to take roughly a year.

Berlin exposure draws scrutiny from a ratings agency
Operationally, Vonovia remains firmly in the crosshairs of regional politics. Scope Ratings cautioned on Tuesday that plans of this kind could weigh on the credit assessments of the companies involved. Vonovia and its subsidiary Deutsche Wohnen together hold around 138,000 apartments in Berlin and the surrounding area — a concentration that keeps the group at the centre of the capital's housing argument.
Mucic has pushed back against the criticism, offering dialogue to a future state government and framing the company as part of the answer rather than the problem. New construction, affordable rents and dependable legal ground rules are what the market needs, he argued.
Not everyone is convinced on the tenant side. Media reports have cited individual households complaining about defects in residential buildings and questionable billing practices, keeping tenant satisfaction a delicate issue that repeatedly fuels the political debate over private landlords.
Berenberg stays bullish, and sees expropriation as a legal dead end
Financial analysts, by contrast, are taking a cooler view of the political noise. Kai Klose of Berenberg left his rating at "Buy" with a price target of EUR 34.50 on Tuesday, following a conversation at a conference. The research house reiterated its legal assessment that expropriating large housing companies in Berlin would be unconstitutional.
The market is telling a different story
The stock, however, continues to reflect regulatory anxiety and a weak sector mood. Vonovia closed Friday at EUR 17.34, hovering just above the 52-week low of EUR 17.05 touched on Tuesday. Year to date, the DAX member has shed 29 percent.
Whether the partnerships on offer in state housing construction and the courtship of Berlin policymakers can halt that slide will depend largely on the political decisions still to come. Greater clarity on the company's financial trajectory should arrive with its next interim report, due on November 4, 2026, when Vonovia publishes third-quarter figures.
