Vonovia has opened a fresh front in its effort to stay relevant in a German housing market that has ground to a halt. On Thursday, chief executive Luka Mucic told the dpa news agency that the group is willing to build and operate apartments for Bundeswehr personnel, focusing on serial construction in designated residential zones. Preliminary talks at the military level have already taken place, though the ball is now in the court of the armed forces and the Federal Ministry of Defence.

The pitch marks a bid to escape the doldrums of conventional development. With new-build activity across Germany stuck in the doldrums, Mucic is hunting for ways to roll out standardized construction methods on a larger scale — and a defence client offers exactly that kind of volume.

A Wider Charm Offensive in Berlin

The Bundeswehr overture is part of a broader attempt to recast Vonovia as a partner to the state rather than a target of it. Earlier in the week, Mucic said the company would make itself available to a future Berlin state government, casting new construction and affordable rents as the core of the solution to the capital's housing crunch. He called for reliable legal ground rules above all else.

That conciliatory tone is a direct response to the political weather in Berlin. The Left party's victory in the city's parliamentary elections has put the spotlight back on plans to socialize large landlords and impose a rent freeze on state-owned housing. Chancellor Friedrich Merz and the German banking association have both pushed back against the expropriation agenda, and Vonovia itself insists such a move would be unconstitutional — a point Berenberg analyst Kai Klose said the company reiterated after the vote.

The professional money is far from united. Away from party politics, Vonovia faces a separate fight in the courts. About a week ago, Deutsche Umwelthilfe filed an injunction suit against the group at the Higher Regional Court of Hamm, accusing it of using blanket requirements to make it harder for tenants to install plug-in balcony solar panels.

Capital Spending Continues

Even as the political noise builds, the company is pressing on with its existing portfolio. Work began Wednesday on the modernization of four apartment buildings in Rastatt, a project covering 73 units and an investment of more than EUR 4.7 million. The job is expected to take about a year.

Shares Pinned Near the Floor

Investors have been voting with their feet. Vonovia closed Friday at EUR 17.34, leaving the stock just 1.7 percent above its 52-week low.
