Vonovia Puts Berlin Expansion on Ice While JPMorgan Builds a Stake

Vonovia is scaling back its development ambitions in the German capital, with chief executive Luka Mucic pointing to political uncertainty as the reason future projects in Berlin feature less prominently in the company's internal planning pipeline. In remarks to Handelsblatt, Mucic made clear that the hesitation applies to what comes next rather than to work already under way.

Roughly 1,000 apartments currently under construction will be completed as scheduled, and the CEO explicitly ruled out a blanket construction freeze. The distinction matters: Vonovia is not walking away from Berlin, but it is declining to commit fresh capital while the city's housing policy remains in flux.

A Relationship Under Strain

The comments land amid simmering friction between Vonovia and Berlin's political leadership. A planned meeting between Left party leader Luigi Pantisano and Mucic to discuss the state's housing policy was called off. Die Linke attributed the cancellation to Vonovia's refusal to allow journalistic accompaniment; the property group disputes that account.

Pressure on large landlords shows no sign of easing. A exploratory paper drafted by the SPD, Greens and Left party for a possible state coalition envisions socializing portfolios of 10,000 apartments or more, with compensation. According to Elif Eralp, co-leader of the Left's parliamentary group, such a measure would ensnare five companies — Vonovia among them. The document sets a compensation cap of EUR 16 billion and targets draft legislation by mid-2028, though no binding decision has been reached.

Should investors sell immediately? Or is it worth buying Vonovia?

Sell-Side Caution and a Mixed Tape

Analysts remain guarded on European residential real estate more broadly. Jefferies' Pierre-Emmanuel Clouard trimmed his price target for the DAX-listed group on Wednesday to EUR 23.00 from EUR 28.50, while keeping a "Buy" rating. His sector view cites several structural drags: markedly weaker external growth, slower momentum in future dividend increases, and a persistently difficult interest-rate environment that is reviving valuation pressure on property portfolios.

Goldman Sachs, according to media reports, does not count Vonovia among its preferred names in the European sector, pointing to the same rate-related burdens as well as the political backdrop in Berlin.

The shares closed Friday at EUR 16.73, down 32% since the start of the year. That leaves the stock hovering just above its 52-week low of EUR 16.18, struck on October 8. Market watchers characterize the rebound off that trough as a technical countermovement rather than a durable turn, noting the absence of fresh operating catalysts.

New Brand, Bigger Stake

On the operational front, Vonovia used the EXPO REAL 2026 property fair earlier this month to unveil Veveus, a services brand bundling investment, asset, property and facility management offerings.

The shareholder register has also shifted. JPMorgan Chase & Co. disclosed a position of 5.25% of voting rights as of October 7, up from 4.14% previously reported. Financial instruments account for 4.60% of that total, with 0.65% held through direct share voting rights.

Investors will get a clearer read on the underlying business in a few weeks. Vonovia is scheduled to publish its third-quarter interim statement and nine-month report for fiscal 2026 on November 4, figures expected to show how heavily interest costs and portfolio valuations have weighed on operating results.
