Vonovia is hedging its bets. As Berlin's political machinery grinds toward a decision that could reshape the capital's rental landscape, the residential giant has simultaneously extended an olive branch to the federal government — offering to construct and operate housing for Bundeswehr soldiers as the military seeks to expand.
The announcement, made Thursday, signals Vonovia's willingness to take on state construction mandates and build fresh capacity beyond its traditional private rental turf. It also lands at an awkward moment: the Left party's Berlin chapter is voting today on whether to open exploratory talks with the Social Democrats and Greens, a procedural step that could push the long-simmering debate over socializing large property portfolios into a new phase.
A 210,000-Unit Question With a Nine-Figure Price Tag
At the heart of the dispute sits a stock of roughly 210,000 privately held apartments across Berlin. Estimates for what compensation might look like vary wildly. Calculations broadly range between EUR 10 billion and EUR 36 billion, while SPD lead candidate Steffen Krach floated a EUR 20 billion to EUR 30 billion figure during the campaign. More recently, the Institute for Macroeconomics and Business Cycle Research (IMK) at the Hans Böckler Foundation pegged the payout at approximately EUR 13.5 billion.
The IMK researchers concluded that transferring properties to state-owned housing companies would indeed temper future rent increases. But they were careful to add a caveat: socialization alone would not solve Berlin's housing shortage. Substantial new construction remains indispensable, they stressed.
Should investors sell immediately? Or is it worth buying Vonovia?
Vonovia and its subsidiary Deutsche Wohnen hold a combined portfolio of around 138,000 units in the greater Berlin area, according to Reuters. CEO Luka Mucic went on the record against expropriation plans as early as September 18, arguing that seizure creates not a single new apartment. The company, he said, would rather contribute through new-build projects and affordable rents — and stands ready as a constructive partner for whatever government takes shape.
Legal Headaches Pile Up
The political fight is not Vonovia's only image problem. Roughly a week ago, Deutsche Umwelthilfe filed suit against the company, alleging it erects unlawful barriers to installing plug-in solar panels on balconies. Media reports have added further friction, with tenant complaints about structural defects and questionable rental practices drawing scrutiny.
Fiber Buildout and a Quarterly Beat
Operationally, the group keeps pushing forward on modernization. In Hanover, infrastructure provider OXG has begun rolling out a fiber network covering about 17,400 households, several thousand of which are Vonovia units. The network operates on an open-access model and delivers speeds of at least 1 Gbit/s.
On the earnings front, Vonovia posted second-quarter 2026 revenue of EUR 1.68 billion, up from EUR 1.64 billion a year earlier. Earnings per share climbed to EUR 0.87 from EUR 0.38 in the same period. Investors get their next look at the numbers on November 4, when third-quarter results are due.
Berenberg Bucks the Gloom
The stock has had a bruising year. Since January, it has shed 30% of its value. On Tuesday, expropriation jitters drove the shares to their lowest intraday level since summer 2023. The current price sits at EUR 17.21, down 0.3% on the day and barely above the 52-week low of EUR 17.05 touched on September 22. Persistent interest-rate pressure across the real estate sector continues to weigh on sentiment.
Berenberg, for one, is not deterred. On Tuesday, the analysts reaffirmed their "Buy" rating and left their price target untouched at EUR 34.50 — a call that implies substantial upside if the regulatory clouds ever lift. Whether Berlin's exploratory talks brighten or darken that picture is now the question traders are weighing.
