Developers behind the XRP Ledger have put forward a set of four amendments designed to tighten access controls around permissioned tokens, aiming to stop such assets from landing in accounts without the issuer's consent. The proposals, reported under the label fixCleanup3_5_0, have neither been merged into the software nor switched on — they describe a planned change to protocol rules rather than anything already in force.

The XRP Ledger Foundation frames the work as routine protocol hardening, not a response to a security incident. It says it is not aware of any balances created externally through exploitation — a deliberately narrow statement about the known state of play that says nothing about implementation timelines or a fixed activation date.

A Two-Week, 80% Threshold Stands in the Way

Turning a proposal into binding network rules is its own hurdle. More than 80% of trusted validators must back the changes across two consecutive weeks before activation. For holders, that makes the approval status as important as the announcement itself.

The point is not academic. On 22 October, validator support for a separate proposal, fixCleanup3_4_0, briefly fell back, restarting the required consent window and pushing its expected activation into November. That earlier change was also still inactive as of reporting. The two designations represent distinct proposals and should not be treated as a single completed update — a distinction that matters when reading headlines about "the" XRP Ledger upgrade.

Binance Incident Sits on a Different Layer

Context for the ledger news arrived in the form of yesterday's security episode at Binance, which has been attributed to the exchange's own defenses rather than any exploitation of the XRP Ledger. The proposed hardening should therefore not be read as a patch for a ledger attack demonstrated by that incident.

Should investors sell immediately? Or is it worth buying XRP?

Binance said today that its investigation traced the matter to a compromised laptop belonging to a DevOps engineer and to unauthorized withdrawal requests. The company found no evidence that private wallet keys were exposed, stated that customer funds are safe, and confirmed it would absorb confirmed losses.

Two separate threads thus remain for XRP investors: an exchange-level security failure and planned stricter rules inside the network. Today's ledger development concerns preventive safeguards, and its practical effect begins only after the required validator sign-off and activation.

Exchange Inflows Are Not Proof of Selling

Separately, heavy inflows to exchanges are drawing attention — but they do not establish that sales were actually executed. The metric tracks movements toward trading venues, not what happens to the tokens afterward. Neither a corresponding sell volume nor an immediate price impact can be inferred from deposits alone. The dividing line is between balances transferred and trades completed.

Both readings describe on-chain movements rather than confirmed buys or sells, so neither offers a clear directional signal. Large exchange deposits deserve scrutiny; the conclusion that a sell-off has already happened goes beyond what the reported transfers support.

ETF Figures Remain Muddy

A reliable aggregate for U.S. spot XRP funds is likewise missing for yesterday. Preliminary net inflows of $2.9 million reportedly stood against a separate tally of $8.4 million, with the lower figure reflecting only Bitwise's already-reported contribution. An incomplete capture cannot be treated like a finished daily balance sheet, and a single reported inflow does not prove a broad shift in demand. Until the numbers are complete and reconciled, they are no counterweight to the exchange deposits.

Network Activity Picks Up, Demand Effect Unclear

Daily active accounts on the XRP Ledger reached 32,604 on Tuesday, according to media reports, above the reported 30-day average of 19,400. The higher activity rounds out the picture without explaining the exchange inflows. No confirmed trigger for the increase — and no evidence of its persistence — was named. More active accounts do not automatically translate into additional XRP purchases.

The takeaway for investors is a limit on interpretation: exchange transfers, fund flows and network usage measure different things. Together they show movement around XRP, but not a confirmed sell imbalance or a durable turn in demand.
