The latest proof point comes from Dublin, where Ireland's central bank has waved through one of the largest tokenization initiatives yet seen in European fund management. Aviva Investors, which oversees roughly $350 billion in assets, is launching a tokenized share class of its USD liquidity fund on the XRP Ledger — the first Aviva fund ever to be tokenized. Under the "digital twin" model, an on-chain token mirrors the fund, which continues to be managed off-chain, with BNY Mellon serving as custodian, Komainu handling crypto custody and Licuido providing the tokenization infrastructure. Evernorth Holdings — which describes itself as the largest corporate holder of XRP — has filed its fifth amendment to Form S-4 with the SEC, revealing both the scale of its token hoard and the toll the bear market has taken on its balance sheet. The company, which plans to list on the Nasdaq under the ticker XRPN via a merger with Armada Acquisition Corp II, holds roughly 473 million XRP tokens, representing about 0.8 percent of the total supply. At current prices that stake is worth around $640 million — but it has suffered an impairment of $38.4 million over four months as the token's value has eroded.

For all the institutional activity, the market itself remains subdued. XRP was trading around $1.06–$1.08 on Friday, down roughly 0.71 percent on the day in one session and up 0.78 percent in another — a sideways picture that has persisted for weeks. The token is down 3.77 percent on the week, with the 50-day moving average of $1.11 sitting just above the current price. The relative strength index stands at 41.8, suggesting weak but not oversold conditions. From its August high of $3.37, XRP has lost substantial ground, and it now trades only marginally above its 52-week low. On a 12-month basis, the token is down 42.35 percent, still 67.92 percent below that peak.

The disconnect between institutional inflows and price action has not gone unnoticed. Meanwhile, a South Korean fraud case is weighing on sentiment: police in Seoul arrested three suspects and sought an Interpol red notice for a fourth, after a fake website posing as Flare Network promised monthly returns of 1.5 to 1.8 percent. Some 71 victims lost around 3.4 million XRP, and authorities have frozen several billion won in what they describe as a zero-tolerance approach.

The Senate Clock Winds Down

The regulatory picture remains the dominant overhang. The CLARITY Act — legislation designed to clarify the respective jurisdictions of the SEC and CFTC over cryptocurrencies — has been postponed again in the Senate, which enters its summer recess on August 7. The bill has ballooned from 278 to 616 pages as more than 100 amendments were filed, with Senator Elizabeth Warren alone submitting over 40. Republicans hold 53 of the 60 votes needed for passage, leaving seven Democratic votes short before the break. Senator Cynthia Lummis has warned that the current framework is not working and that momentum could be lost for the rest of the decade.
