The gap between what smart money is doing with XRP and what the chart shows has rarely been wider. Wall Street's biggest names have now put their stamp on the digital asset through formal regulatory filings, even as the token's price action tells a far more turbulent story for everyday holders.

Quarterly disclosures compiled by Bloomberg reveal that Goldman Sachs, Jane Street, and Millennium Management now rank among the largest institutional holders of spot XRP ETFs. These aren't crypto-native funds or retail aggregators — these are the pillars of traditional finance, and their presence in the shareholder rolls marks a definitive shift in how the asset is being treated by the investment establishment.
The positioning aligns with a remarkable stretch of inflows. Spot XRP ETFs absorbed roughly $150 million in net new money during August, making it the strongest month of the year, with $110.49 million arriving in the final week alone. The secondary reporting puts the monthly figure slightly higher at $153 million, pushing cumulative year-to-date inflows to $1.66 billion against $1.44 billion in assets under management.
A Market at Odds With Itself
Yet the price response has been anything but enthusiastic. XRP trades at $1.39, up 2.4% on the day but down 6.1% over the past week. The monthly picture is brighter — a 31% gain — but the longer view remains punishing: the token sits 24% below its January level and 50% beneath its year-ago comparison.
That disconnect finds its explanation in a brutal August 22 flash crash that erased 37% of the token's value in a single session. Forced liquidations of leveraged long positions totaling roughly $500 million triggered the cascade, unwinding a rally that had carried XRP up 60% in a week to $1.69. The Relative Strength Index had spiked to an extreme overbought reading of 85.41 before the correction hit — a classic setup for a violent mean reversion. Just days earlier, on August 14, the token had touched a fresh yearly low of $0.9887.

Meanwhile, Ripple's scheduled token release proceeded without incident. Stablecoin Growth and Technical Housekeeping
The ecosystem around XRP continues to expand even as the token's price struggles. RLUSD, Ripple's stablecoin, crossed the $2 billion market capitalization threshold on August 25, roughly two years after its December 2024 launch. The breakdown shows $962.8 million on the XRP Ledger and $1.05 billion on Ethereum — a roughly even split. The supply has grown eightfold since April, when just $250 million was in circulation. On the protocol side, the "fixCleanup3_3_0" amendment package received 82.86% validator approval on Friday, entering a 14-day activation window with mainnet deployment expected in early September. The update addresses bugs across multiple protocol areas, including automated market makers and the lending protocol.
The Political Calendar Takes Center Stage
Investor attention now pivots to Washington, where two dates loom large. September 15 brings a cloture vote in the US Senate on the Digital Asset Market Clarity Act, legislation that would define XRP's regulatory status. CFTC chief Michael Selig has voiced support for the bill, and President Trump hosted Ripple CEO Brad Garlinghouse, Coinbase chief Brian Armstrong, and SEC chair Paul Atkins at the White House on August 19 to rally support. Ripple's chief legal officer Stuart Alderoty has framed passage as a jobs issue, citing 232,000 US positions. Prediction market Polymarket, however, puts the odds of success at roughly 16%.
The SEC's own regulatory agenda adds another layer. On August 18, the agency proposed its "Regulation Crypto Assets" framework, offering a safe harbor for crypto offerings with financing exemptions up to $75 million annually and a 60-day comment period.
The macro backdrop has also shifted in ways that favor XRP relative to its larger peers. Treasury Secretary Scott Bessent doubled buyback operations for long-dated bonds from $2 billion to $4 billion per operation on August 19, pushing the 30-year yield from 5.34% to 5.196%. In that environment, XRP outperformed Bitcoin by 20.7 percentage points over the same stretch, while Bitcoin itself gained 10.6%.

Infrastructure Ambitions Take Shape
September 30 marks the shareholder vote on the Nasdaq listing of Evernorth Holdings, Ripple's treasury-focused subsidiary. The SEC declared the registration effective on August 27, clearing the path for a merger with Armada Acquisition Corp. II. The combined entity is slated to trade under the ticker "XRPN" and has already raised more than $1 billion in gross proceeds.
Ripple's product suite is broadening as well. "Delta One" will allow institutional clients of the Ripple Prime multi-asset brokerage to execute total return swaps on equities and digital assets settled in RLUSD and XRP. The company also secured $275 million on August 26 to expand its US digital asset operations, and a partnership with Clearpool and Cicada Partners aims to build credit infrastructure for real-world assets directly on the XRP Ledger.
With the current price sitting 21% above the 50-day moving average of $1.15, the recent recovery has clearly gained traction. Whether the institutional build-out can eventually close the gap between capital flows and price performance remains the central question — but the direction of travel for Ripple's strategy is unmistakable.
