Republican senators are uniformly behind the CLARITY Act, which would classify XRP as a commodity rather than a security, but Democratic support has frayed since committee approval. Several senators who previously voted in favour have since voiced reservations about missing ethics rules, insufficient consumer protections, and weak anti-money-laundering provisions.

The near-term signals are mixed at best. XRP sits just above its 52-week low with sell signals across multiple indicators. But the institutional infrastructure being built beneath the surface — the Aviva tokenisation, the stablecoin partnerships, the steady ETF inflows — suggests that whatever happens in Washington this autumn, the foundations for broader adoption are being laid regardless of the legislative calendar.
