XRP's Washington Purgatory: Senate Delay Overshadows a Quiet DeFi Breakthrough

The calendar is proving crueler to XRP than any chart pattern. With the US Senate now in recess until September 14, the token's hopes for regulatory clarity have been pushed back once again—just as its technical position deteriorates toward a critical psychological floor.
XRP currently trades at $1.03, hovering barely above its 52-week low of $1.01 set on June 26. The five consecutive losing sessions tell a straightforward story: the market is pricing in months more of regulatory limbo, not days.
The Senate Clock Keeps Ticking
Senate Majority Leader John Thune confirmed that the CLARITY Act—legislation that would classify XRP as a digital commodity and provide long-sought legal certainty—will not come to a vote until after the chamber reconvenes. The August 7 deadline passed without action, and lawmakers have deprioritized the bill in favor of other legislative matters.
The political math has shifted dramatically. Democratic lawmakers have withheld support over ethical concerns, and prediction markets have responded accordingly. Polymarket's odds of the bill becoming law this year have collapsed from over 70 percent in May to roughly 15 percent now. For institutional investors who positioned ahead of what they hoped would be a landmark regulatory moment, the wait just got longer.
Should investors sell immediately? Or is it worth buying XRP?
FXRP Opens an Institutional Door
Yet beneath the price action, XRP is quietly building infrastructure that could matter well beyond this quarter's legislative calendar. On August 3, the institutional DeFi platform Sentora announced that FXRP—a wrapped version of XRP that allows holders to move their assets onto the Ethereum blockchain—has been approved as collateral in its RLUSD main vault on the Morpho Blue lending protocol.
That vault manages approximately $280 million. The approval marks the first time an XRP-based asset has been accepted into a major, institutionally curated Ethereum credit market. Holders can now borrow against their XRP positions using Ripple's RLUSD stablecoin without selling their underlying tokens. Flare CEO Hugo Philion framed the development as closing a critical infrastructure gap, transforming XRP from a pure transaction medium into productive capital for on-chain lending.
RLUSD's Quiet Milestone
The stablecoin side of Ripple's ecosystem is delivering its own encouraging signals. On August 6, RLUSD supply on the XRP Ledger surpassed Ethereum for the first time—roughly $810 million now sits on the XRPL versus $756 million on Ethereum.
The XRP Ledger added nearly 489,000 new accounts in the first half of 2026, driven largely by demand for dollar-pegged assets. Ripple's regular release of one billion XRP from its escrow account on August 1 barely moved the needle: the company immediately locked roughly 700 million tokens back into new contracts, consistent with its established supply-management pattern.
Institutional Caution and Chart Reality
The seven US-listed spot XRP ETFs, which collectively manage about $1 billion, recorded net outflows of $3.58 million on August 5—the first since early July. A single negative session doesn't constitute a trend, but it does suggest institutions are tapping the brakes while the regulatory picture remains murky. Monthly ETF inflows have dwindled from $132 million in May to just $27 million in July.
The technical backdrop offers little comfort. XRP sits about 5.7 percent below its 50-day moving average of $1.09, and the death cross pattern—the 50-day average now below the 200-day average of $1.33—confirms the medium-term downtrend. The relative strength index reads 36.6, indicating persistent selling pressure without the kind of oversold conditions that typically precede a bounce.
XRP at a turning point? This analysis reveals what investors need to know now.
The $1.00 level has become the most important psychological support on the chart. A high-volume break below it could open the path toward $0.90. On the upside, reclaiming the 20-day average at $1.08 would be the first sign of relief. Until the Senate returns in September, expect XRP to oscillate between those two markers.
A Silver Lining That Can't Lift the Price
Ripple has not been idle on the regulatory front elsewhere. The company secured a full MiCA license in the European Union and has added new banking partnerships—achievements that would have been headline news in a different environment. But none of it has been enough to offset the Washington overhang.
The fundamental tension is now clear: XRP's institutional DeFi adoption is advancing, its stablecoin ecosystem is growing, and its regulatory standing outside the US is strengthening. Yet the token's price remains hostage to a Senate calendar that keeps slipping. For now, the market has made its choice about which signal matters more.
