XRP wallets reach a record 8.24 million, but price is down 16% in 30 days and spot ETF inflows of $4.25 million remain far below September's pace.

A record number of XRP wallets now hold a balance, but the milestone says more about the network's reach than about the appetite of its investors. Santiment data reported today puts the count at 8.24 million addresses, with 4,772 added in a single day — one of the strongest daily increases since March.

The distinction matters. Wallet addresses are not the same as individual holders, let alone active traders, and a rising count on its own does not prove heavier use of the XRP Ledger. A record in funded addresses is therefore a different signal from a verified jump in activity: it points to distribution, not to fresh demand for the token.

Price action has yet to confirm any recovery story. XRP trades at $1.29 and has shed 16% over the past 30 days.

Spot ETFs Swing Back to Inflows

Demand through US spot XRP ETFs has turned positive again. The current reporting week has brought net inflows of $4.25 million, reversing the $1.84 million investors pulled out the week before. That prior outflow had ended a long streak of inflows.

Should investors sell immediately? Or is it worth buying XRP?

The four-week tally now stands at $18.5 million in net inflows — well short of the $75.6 million that flowed in during the single week to September 25. The rebound is real, but it is a shadow of the earlier pace.

Large Holders Move Coins to Exchanges

Alongside the address growth, market watchers are tracking sizeable XRP transfers from large holders to crypto exchanges. Such moves complicate any clean reading of the wallet record, though they do not confirm selling either. One report updated today describes a large XRP transfer routed through an intermediate wallet to Coinbase, listing a sale alongside repositioning, over-the-counter settlement or custody as possible motives.

Taken together, the picture is mixed: more wallets and returning ETF inflows are each positive in isolation, but without evidence of stronger buying pressure or active usage, the address growth alone cannot carry a recovery thesis.

Arf and Ripple Put RLUSD at the Center of Payments

A separate announcement on Thursday shifted attention to how the network is actually used. Arf and Ripple plan to support cross-border payments with short-term working capital denominated in RLUSD on the XRP Ledger. The facility targets licensed cross-border payment firms, which can draw capital, deploy and repay it while the associated payments settle — tying liquidity directly to the payment process rather than offering a general funding commitment.

For XRP holders, the key detail is the funding asset: Arf and Ripple named RLUSD, not XRP. The partnership is built on payments running over the ledger, so network usage and the asset being deployed should be judged separately.

Ledger Change Misses Its Voting Threshold

On the technical side, a planned network change fell short of a key hurdle. Support for fixCleanup3_4_0 dropped to 26 of 35 validators on Wednesday, according to media reports, against the 29 votes required. The activation countdown has been reset, leaving the timeline dependent on whether the necessary backing materializes and holds.

XRP at a turning point? This analysis reveals what investors need to know now.

The earliest possible activation time was cited as November 4 at 14:46 UTC — explicitly conditional on stable approval, not a firm commitment.

Washington and Swell Round Out the Agenda

Regulatory positioning added another thread. On Tuesday, Ripple backed the SEC's "Regulation Crypto Assets" proposal in a comment letter and pressed for a final rule, while calling for clearer treatment of investment contracts, tokens and secondary-market transactions. The letter stakes out a position on the proposed framework; it is not an adopted rule.

The next scheduled date is Ripple Swell in New York from October 27 to 29, with sessions planned on payments, stablecoins, tokenization and the evolution of the XRP Ledger. For investors, the themes that matter are concrete network usage, the conditional technical activation and regulatory clarity — not confirmed new XRP business.
