Germany’s top workplace safety authority, the Federal Institute for Occupational Safety and Health (BAuA), published a comprehensive handbook on risk assessment in May. While the guide aims to help employers systematically meet the legal requirements of the Occupational Safety Act, broader regulatory changes—from a new occupational disease to looming compliance deadlines—are reshaping what workplace safety means in practice.

The urgent need for structured safety measures is backed by hard numbers. In 2018, German authorities recorded 949,309 workplace accidents, 541 of which were fatal. The resulting 708.3 million days of incapacity to work led to production losses of roughly €85 billion. Since 1996, employers have been legally required to conduct risk assessments. A New Occupational Disease Makes the List

In a significant move at the end of May, the German cabinet decided to recognize Parkinson’s disease as a new occupational illness under specific conditions. The recognition applies to people in agriculture, forestry, and horticulture who have had prolonged exposure to pesticides. To fund the change, the federal government is allocating €20 million in tax revenue to the Agricultural Social Insurance scheme.

Fines, Deadlines, and Strict Inspection Rules

Violations of the Ordinance on Industrial Safety and Health (BetrSichV) can now result in fines up to €20,000. The regulation, last amended in December 2025, governs the safe use of work equipment. Inspection intervals are rigid: forklifts and ladders must be checked annually, while elevators require a certified monitoring body every two years. A revision of the ordinance is in the works, though the exact date was still undetermined as of June.

For employees injured at work, the Federal Labor Court set a high bar for additional compensation. A November 2019 ruling clarified that employers are only liable beyond statutory accident insurance if they acted intentionally.

First Aid: Obligations Beyond the Obvious

When a medical emergency strikes—cardiac arrest or serious injury—immediate assistance must be available. Companies need to train a sufficient number of first responders; that training covers nine teaching units and must be refreshed regularly. First-aid materials in clearly marked kits, accessible locations, and posted emergency numbers are also mandatory. Larger workplaces may require automated external defibrillators (AEDs) or in-house paramedics.

A written first-aid policy is not explicitly mandated by law but is demanded by the employers’ liability insurance associations. It should outline behavior during accidents and list first-aider names. Experts recommend an annual review.

Upcoming Compliance Deadlines

Two looming regulatory deadlines require immediate attention. The EmpCo Directive on sustainability claims takes effect on September 27 for B2C companies. Meanwhile, the EU Packaging and Packaging Waste Regulation (PPWR) mandates a mandatory declaration of conformity starting August 12.
