A Permitting Clock Ticking in Alaska
What makes the valuation gap so striking is the project’s advanced stage. Graphite Creek is moving through the federal FAST-41 permitting program, a streamlined process that coordinates reviews across multiple US agencies. The US Army Corps of Engineers is currently preparing an Environmental Assessment, with a decision deadline set for September 2026. Any delay could derail the company’s goal of breaking ground by 2027.
But the local opposition is growing louder. At a recent public hearing, more than 80% of participants voiced criticism or outright rejection of the proposed open-pit mine and its processing facilities, which would permanently alter waterways. The indigenous communities of Teller and Brevig Mission are demanding direct consultations at the highest level. If public pressure forces the Army Corps to switch from the less rigorous Environmental Assessment to a full Environmental Impact Statement, the September 2026 target would almost certainly be missed.

Meanwhile, rivals are eroding Graphite One’s first-mover advantage. Both now share the same fast-track lane.
Financing in Place, but Costs Under Pressure
On the financial front, the company has done its homework. The US Export-Import Bank has issued non-binding letters of intent for loans totalling roughly $2 billion, which would cover about 70% of the combined capital costs for the Alaskan mine and a planned processing facility in Ohio. Discussions with North American investment banks are under way to secure the remaining funds. An offtake agreement with Lucid Motors is already signed for material from the Ohio plant, where anode production is slated to begin in 2028.
Yet the cost environment has tightened. In March 2026, the US International Trade Commission imposed anti-dumping tariffs on foreign graphite, a ruling that squeezes domestic developers like Graphite One by raising the bar on cost competitiveness. The absence of a tariff shield leaves the project more exposed to pricing pressure from imported material.

A Rare Earth Wildcard
Adding another layer to the story, Graphite One is preparing a test program to extract rare earth elements from the garnet material found at the deposit. In partnership with a US national laboratory, the company will evaluate methods for recovering heavy rare earths. If economical extraction techniques can be demonstrated, the project’s already hefty valuation could receive a further boost — potentially before the final permitting decision this September.
For now, all eyes are on the Army Corps’ Environmental Assessment. A favorable outcome keeps the 2027 construction start in sight and allows Graphite One to convert those EXIM loan commitments into firm agreements. A shift to a full Environmental Impact Statement, however, would push the timeline into years, not months, and deepen the chasm between project promise and market price.
